Except for not telescoping, the approach works.

The folder .../Toc Template/Toc Template 2/ contains some uncommented attempts to resolve the issue of telescoping.

Another approach: develop a template from an existing page...from the web or a page such as the IE 4 "navigation cancelled" collapsible elements.
